Salary paid locally during an officer's absence

on leave is of course normally covered by a Power of

Attorney which sufficiently safeguards the Government, but

in the case of short leave, such as the one in question

it has been usual to make payments into banking accounts

in anticipation of the subsequent signing of a paysheet.

I have taken steps to ensure that this will in future

only be allowed on the personal responsibility of the head

of the department.

Mr. Witchell has of course sacrificed all claims

to pension or other benefits from his twelve years' service.
